Forms intermittently don't send to admin

I have a client that has a from that doesn't always send her the admin notification. She needs to get up the information within 24 hours and sometimes she misses it because she never got notified. I have my email on the form also and when she doesn't get it, neither do I. I went into global configurations and server and changed the email and did a test and I got the email. I have added an @gmail.com address also to see if that helps but it's been going on for a while.
