Imagine a website like a blog for many users. You allow them to add their own images to articles, intro images, etc. The users have access to every folder, so they may edit, delete or do whatever else with other user's images (or documents, files..).
That is something you really do not want to solve as a site admin...
So - the idea is to make folders un/accessible due to certain user or certain user groups (like JCE editor settings) and possible to set up personal (or shared) folders with custom permissions.
I think this is something everyone who built a not single admin website would appreciate.
